Common European Motor Vehicle Unit Study

The European Commission's Director General for Transport and Energy (DG TREN) awarded a study contract to a consortium led by SEA to define and assess the benefits of a Universal On-board Unit (UOBU) enabling telematics services in vehicles across Europe.  Started in 2005 the contract concluded in 2006.

The project was conducted in three consecutive stages, each culminating in a high-level document that casts the findings in a European policy context.  These high-level deliverables were underpinned by more detailed technical documentation that cover the specification, implementation and business case for the UOBU.  The hierarchy of the deliverables is delberately aimed at appealing to a wide range of stakeholders from policy makers, safety bodies and government bodies to motor manufacturers, system suppliers and road operators.

The user needs and systems requirements, implementation scenarios and business case considerations concluded with D1, the Requirements Discussion document.

A well-attended stakeholder workshop was held in Brussels and the User Requirements Document (URD) was issued.  One of the fundamental findings of the URD is the context diagram that defines the boundary of the UOBU and with which other systems the UOBU will interact.

The Preliminary Business Case was delivered in September 2005.  Stage 2 commenced with the system design and technologies, Stage 3 addressed the feasibility of the UOBU in technical detail and concludes with a roadmap and recommendations on how the UOBU could be introduced on to the European transport systems.

The benefits of a pan-European telematics platform will be determined by its acceptability across the wide ranges of potential users, service providers, road network operators and automotive industry.
